No Net-Metering option for Mexico

I am trying to create a utility tariff for my city, as none of the CFE ones have the correct tarrifs. But there is no option for net-metering. If I swap the country to USA, I do get the net-metering option. Is this a bug? Net-metering has been available here for years.
