OpenSolar will be updating our Utility Bill Calculator to support modelling NEM3.0. This includes:
- Creating a new Solar Compensation Mechanism to support the Net Billing policy of NEM3.0 called "Net Billing with Credit Carryover".
- Ability to now create fixed charges/credits based off PV capacity (i.e. system size) we call "PV Capacity Charge" under Extra Fields. This allows you to model the Grid Participation Charge and Market Transition Credit.
Field Description Type Allows you to set the frequency in which the charge applies:
- $/day/kW
- $/month/kW
- $/quarter/kW
- $/year/kW
Value The charged amount.
Positive values indicate a charge. If you put a negative sign (-) in front of a number (i.e. -10), it will be treated as a credit. This allows you to model both the Grid Participation Charge and the Market Transition Credit.
Start Applying at System Year (Optional) You can optionally set the number of years into the system's lifetime that this PV Charge will start applying. This is useful for modelling the 15-year eligibility of NEM2.0 before a customer transitions to NEM3.0 and PV Charges will apply. In this case you will create a PV Charge with this field set to "15".
Number of Years (Optional) You can also optionally set the number of years that the charge (+) or credit (-) will apply for. To model the Market Transition Credit, you want to set this value to "10" as the credit is only applicable for 10 years from date of interconnection. - Ability to now set the duration that NEM2.0 last for before transitioning to NEM3.0 under the new Extra Field called "NEM Applicable Duration". This enable you to model the 15 year of eligibility of NEM2.0 before the solar customer is forced onto NEM3.0.
Field Description Number of Years Set the number of years that NEM2.0 (Net Energy Metering) is applicable for before transitioning to NEM3.0 (Net Billing with Credit Carryover)
Export Rate after NEM Ends ($/kWh) Set a single average export compensation rate that applies when the customer is billed on NEM3.0.
You can see these new field settings when you view a utility tariff in Control > Other > Utility Rates or when you view or edit a tariff in the Energy page of a project. You won't have to worry about creating these new tariff structures for NEM3.0 as we will be adding these new rates into our Utility Rates database.
